As mentioned in the recent Bulk Green View, the long-awaited report by Jacobs for Lancashire County Council (attached here) shows that the major contributor to city centre flooding was surface water run-off, not the river over-topping. The report includes seven potential options for slowing or reducing water flows into Lancaster city centre.
