52 Mondays rule of Universal Credit leaves many people desperate

Lancaster City Council is calling for Universal Credit Housing Allowance to be provided for every week of the payment year. This is a result of a debate on a ‘53 Mondays’ motion at its March Full Council meeting which highlighted the anomalies in the current welfare system. The current system is based on 52 Mondays in a year and means that every 5-6 years, when there is a year with an extra Monday, people who pay their rent weekly have to pay an extra week’s rent that has accumulated – and this is not covered by Universal Credit.

The motion was proposed by Deputy Leader of the Council, Green councillor Caroline Jackson. The City Council resolved to write to the Secretary of State for the DWP to request the Universal Credit system be altered in 2024 by way of a payment adjustment, and that changes are made permanent so that this does not arise again in future years.

Caroline Jackson, Cabinet Member for Housing said:  “Residents managing their lives on Universal Credit and paying rent weekly are among the most vulnerable in our community. I am pleased that our councillors recognised the unfairness of the system. Finding the extra week’s rent is simply not possible for those living from week to week with no savings; they are barely getting by already due to cost of living.”
